Frank J. Liao
As Senior Director of Digital Health and Emerging Technologies and a member of the office of the CIO at UW Health, Frank leads efforts on the evaluation and integration of technology, with emphasis on new technologies including AI, consumer-centric software, virtual care, and automation. As a health system leader, he is relentlessly focused on technology as a value enabler to improve the delivery of clinical care for patients and for providers, while addressing the current challenges facing health care.
Prior to his current role, Frank was the inaugural Director of Applied Data Science at UW Health where he helped spearhead and establish institutional-level governance of AI and ML and lead the team that built, deployed, and matured the technological capabilities for AI and ML at UW Health.
Frank is also an adjunct professor in the BerbeeWalsh Department of Emergency Medicine at the UW School of Medicine and Public Health where he contributes to research on the use of AI and machine learning to improve healthcare delivery and clinical decision support.
Frank’s experience spans different companies or organizations ranging between software and services, as well as from for-profit vendor companies to not-for-profit providers. Frank received his PhD from the department of Electrical Engineering and Computer Sciences at University of California, Berkeley. His prior research interests included advancing Moore’s law as well as emerging applications of transistors. His prior research experience showed him the value of public and private entities working together for meaningful advancement of technology in society.
